Like many in the disability community, CRU followed with interest the recent announcements from Minister Butler on changes to NDIS. Everyone wants a sustainable NDIS and this is a time when more than ever we need collaboration and the voice of people with disability to be central to policy making. We want to acknowledge the significant anxiety and concern experienced by many in the wake of the announcements - concerns around access and eligibility, and possible changes to support budgets and other significant scheme changes. Many are worried about whether the core foundations of the NDIS (e.g. choice and control, certainty of reasonable and necessary supports, and the promise of fuller social and economic contribution) are taking second place to the goal of reducing spending. Taking a human rights approach will ensure short sighted responses do not undermine core principles of NDIS. The NDIS must remain an investment in people with disability and their families so they can take their place as fully participating citizens. The flexibility of choosing who comes into one's home and provides supports in intimate spaces and community must continue to rest with participants. Any registration process must preserve self-management, recognise the choice and control of participants and ensure bureaucracy does not diminish choice and flexibility. CRU shares concern that many support hours are misdirected due to lack of training of the workforce and lack of oversight. People with disability deserve better. Providing individualised support which helps people with disability take up valued roles, be known and contribute to their communities is critically important and complex work. Our workforce deserves access to high quality training. For this reason, CRU regularly offers our Support Worker Training and has invested in a partnership with Staffing Options to establish Crucial Training Options, offering Cert 3 training in individualised support. Based on the information so far, we do not believe that reducing Community Participation budgets will deliver better practice- instead, this risks leaving people more isolated and missing out opportunities to build valued roles and informal supports (where informal supports are essential for safeguarding as well as scheme affordability). We understand that there will be an investment in a Community Inclusion Fund, and CRU looks forward to learning more and contributing from our decades of experience on what it takes for genuine community inclusion and belonging to be built. We sincerely hope the government continues to listen to people with disability and their families and trusted allies, and that the initial promise of NDIS remains at the forefront of future planning.
